OPINION: Value-added assessments: has the data been cooked?

A report published this month by UC Berkeley economist Jesse Rothstein raises serious ethical questions about the objectivity of an analysis of “value-added” models by The Bill and Melinda Gates Foundation.

In his report, “Review of Learning About Teaching,” Rothstein concludes that The Gates Foundation’s “Measures of Effective Teaching” (MET) Project contains, “troubling indications that the Project’s conclusions were predetermined.” Rothstein asserts that “the Gates Foundation has widely circulated a stand-alone policy brief (with the same title as the research report) that omits the full analysis, so even careful readers will be unaware of the weak evidentiary basis for its conclusions.”

To promote “value-added” as a measure of teacher effectiveness, The LA Times hired Richard Buddin, a professor at UCLA, and paid him an undisclosed sum to conduct a statistical analysis of student test data. Buddin has himself been rated as ineffective by his own students on a website where UCLA students rate teachers.

In August 2010, LA Times reporters Jason Felch, Jason Song, and Doug Smith wrote a host of articles touting the benefits of “value-added” as a way of measuring teacher effectiveness, along with a database rating teachers.

On August 31, 2010, LAUSD Deputy Superintendent John Deasy proposed for value-added measures on tests to account for 30 percent of teacher evaluations. Six Board Members all voted for the proposal, with one dissent: School Board Member Marguerite LaMotte. The proposal now faces a major obstacle. It must be agreed to as part of collective bargaining negotiations in order for it to take effect.

Superintendent Cortines has said he wants LAUSD teachers to take seven furlough days for the 2011-12 school year, despite the fact that the LAUSD spends $100 million on non-mandated standardized tests — that is, testing not required by law — and $43 million on the eight mini-district offices.

I recently spoke to Deputy Superintendent John Deasy, and got his reaction to this story.

To critics like myself who think value-added should not at all be a component of teacher evaluations, Deasy said, “I take that at face value, and say I appreciate your position. I respectfully disagree.” He continued, “There will be margins of error. No question about that,” adding, “when people say that it’s ineffective, I think the issue is, for me, how do you use a balanced set of multiple measures to take a look at teacher effectiveness?”

Conceding that value-added models are imperfect, and reportedly have a plus or minus error of 45 points, and a teacher’s livelihood could be at stake, Deasy said it shouldn’t be the only measure of teacher effectiveness.

“A good observation by a well-trained principal,” said Deasy. “I believe that should be the majority indicator.”

When asked about the assessments of Buddin by his students on the Bruin website, where some students rated Buddin as “ineffective” and “boring,” Deasy responded, “I do think it matters how students perceive the learning experience with a teacher. Once again, I don’t think it is the only metric that should be used.”

I stated one of my objections to value-added, namely, that it perpetuates the demonization of teachers. I said, “I wish we did a better job supporting teachers. 50 percent of them quit within the first five years, even more so at charter schools. And part of it is because there is just a lack of support for teachers in the classroom.” Deasy responded: “I happen to agree with you completely on that. We have an enormous obligation to support teachers.”

When I proposed that cuts should be kept away from the classroom, especially given that LAUSD spends $100 million on non-mandated testing, and $43 million on the eight mini-district offices, Deasy responded, “My response to that is going to have to be, given the budget, as I read it, and given what has happened since the governor has taken office, all of those areas are going to have to be examined for further reduction.”

When pressed on this, and asked, “So you want to keep cuts away from the classroom?” Deasy responded, “Absolutely. We’ve already cut too much.” He added that the last cuts should be in the classroom.

Whether Deasy will stick to his word, and keep cuts away from the classroom, as stated, remains to be seen. How much he will stick to a deeply flawed methodology of evaluating teachers, also known as “value-added,” also remains to be seen.

Phone calls and emails seeking comment from UCLA instructor Buddin, LA Times reporters Felch, Song, Smith, and representatives from The Bill and Melinda Gates Foundation have not been returned. Additional phone calls and emails seeking comment from the following proponents of using value-added as a component in teacher evaluations have also not been returned: LAUSD Superintendent Ramon Cortines, LAUSD School Board Members Monica Garcia, Yolie Flores, Tamar Galatzan, Nury Martinez, Richard Vladovic, and Steve Zimmer, Los Angeles Mayor Antonio Villaraigosa, and US Education Secretary Arne Duncan.

OPINION: The economic impact of preschool

imageWith more than 10 million residents, Los Angeles County is one of the most heavily populated counties in America. There are more than 155,000 four-year-old children living here, and yet only about 70,000 licensed preschool spaces are even accessible. Since about half of the children in this area are missing out on a preschool education and possibly starting elementary school behind their peers, Los Angeles Universal Preschool (LAUP) is working to provide high-quality, free or low-cost preschool to thousands of children who need it most — but we can’t do it alone.

Business leaders, taxpayers and elected officials need to take a look at preschool as a smart business investment because preschool has proven to help close the achievement gap among children entering kindergarten, as well as combat high crime rates and a sagging economy.

According to a Rand Corporation study, RAND researchers estimated that “a high-quality, one-year, voluntary, universal preschool program in California could generate for California society $2.62 in benefits for every dollar of cost.” The study found that for each annual cohort of four-year-olds (approximately 550,000 children), California would receive an estimated $2.7 billion in “present-value net benefits.”

The positive economic impact of investing in Pre-K services is also significantly felt here in Los Angeles County. The Center for Community Economic Development released a report that says the early care and education (ECE) industry is a crucial element in strengthening and sustaining Los Angeles County’s economy. For instance:

• The early child care and education (ECE) industry generates $1.9 billion dollars annually in Los Angeles County
• The ECE industry is expected to generate the sixth highest number of new jobs between 2006 and 2016 of all industries in Los Angeles County
• The ECE Industry currently employs 65,000 people in full-time jobs
• Benefits all industries in the county by enabling parents to work and attend job training/education programs to upgrade skills
• The ECE industry supports the employment of thousands of families whose earnings are estimated at more than $22 billion.

It’s clear that investing in the early care and education industry is a wise investment not only for taxpayers, but for the proper care and development of our children and the future of Los Angeles County. Crowds gather in Leimert Park for Kingdom Day Parade



Leimert Park Village leapt to life this Martin Luther King Jr. Day as families filled the sidewalks surrounding the intersection of Crenshaw and West Martin Luther King Jr. boulevards to watch the Kingdom Day Parade and join in festivities honoring the holiday’s namesake.

Marching bands and drill teams from Beckman, Crenshaw, and Inglewood High Schools, among others, filled the streets with bold, brassy music as Los Angeles City Council members waved to their constituents from slow-moving convertibles.

At the end of the parade route, booths had been set up selling everything from food to tote bags to King-inspired T-shirts.

Crenshaw High School freshman and marching band member Tierney Shellmyer relaxed in the shade under the awning of the Vision Theater. He said it was hot marching and playing in a heavy uniform, but he was glad to be able to be a part of the day’s events.

“It’s good to be in the band. We have fun,” Shellmyer added. “And once we got down here towards Crenshaw, that’s when we really started playing. There were a whole bunch of people and we thought, OK, now we gotta really play.”

Radio station KJLH set up a stage in Leimert Park where local singers performed gospel songs or music that reminded them of King.

During a break in the music, 8th District Councilmember Bernard Parks took the stage and introduced Congresswoman Maxine Waters, who had flown in from Washington for the weekend.

Waters noted that while there is plenty of cause for celebration, today’s holiday does have a more serious side.

“We don’t simply come out just to have a good time,” Waters said. “We come out to give recognition to the fact that he lived, and he died for us. He sacrificed for justice and peace, and so we’ve got to be about some serious business.”

For Waters, that first order of serious business back in Washington is making sure the health care reform bill is not repealed.

On the sidewalks, however, kids eating snow cones, clowns crafting balloon animals, and high school friends hugging after a successful parade performance made it hard to stay too serious for too long.

Crenshaw garden cleanup honors Dr. King



More than 150 volunteers honored the memory and legacy of Dr. Martin Luther King Jr. on January 17h by weeding, tilling and planting at the Crenshaw High School Garden.

Organizing for America (OFA) sponsored the Martin Luther King Day of service and is a major supporter of Mother Of Many’s Change What You Eat, Change How You Feel healthy eating campaign led by the Crenshaw Digital Media Team.

Monday’s event had Crenshaw students, teachers and parents, along with volunteers from OFA and community members out working in the hot sun to beautify the 2.5 acre garden space, which hasn’t been fully used since the 1990s.

The garden cleanup was speaheaded by OFA’s Mary Jane Stevenson, Mother of Many’s Daphne Bradford and Crenshaw teacher Sandra Luna. The cleanup comes just days before the Crenshaw Digital Media Team will host a “Let’s Move” visit with U.S. Department of Health and Human Services (HHS) Regional IX Director Herb Schultz. Schultz, who will visit the garden on January 20, 2011, was recently appointed by President Barack Obama to serve as Regional Director at the U.S. Department of HHS Region IX. His visit is the result of the Mother Of Many Journey to the White House trip where the Crenshaw Digital Media Team toured the White House garden and delivered a pitch requesting the opportunity to partner with the First Lady in support of Mrs. Obama’s Let’s Move initiative.

Mr. Schultz will discuss how the students can partner with the U.S. Department of Health and Human Services in supporting the Let’s Move four pillars:
1) Help parents make healthy family choices
2) Create healthy schools
3) Provide access to healthy and affordable food
4) Promote physical activity

South L.A. gets Empowered to Realize the Dream

imageThe 2nd Supervisorial District’s annual summit, “Empowered to Realize the Dream,” brought local politicians and residents together on Saturday to reflect upon the work of Dr. Martin Luther King, Jr. and inspire those in attendance to continue his work here in Los Angeles.

Hosted by Los Angeles County Supervisor Mark Ridley-Thomas at USC, this community event highlighted the State of the 2nd District. The Empowerment Congress, a community-based non-profit, was founded in 1992 for the purpose of involving constituents in the governmental decision-making process with their elected officials. For nearly two decades, it has been responsible for bringing hundreds of millions of dollars in economic development and 2,800 new jobs to the 8th Council District, which includes many communities in South Los Angeles.

Mark Ridley-Thomas is the first African-American man to be elected to the Los Angeles County Board of Supervisors. He represents the 2.3 million people of the Second District, spanning Carson, Compton, Culver City, Gardena, Hawthorne, Inglewood, Lynwood, Alondra Park, Athens, Del Aire, Dominguez, East Compton, El Camino Village, Florence, Ladera Heights, Lennox, View Park, West Athens, West Carson, West Compton, Willowbrook, Wiseburn and portions of all 10 Los Angeles City Council Districts. Prior to becoming the Second District’s Supervisor, Ridley-Thomas represented the 26th District in the California State Senate.

During his address at the 2011 Annual Summit, Ridley-Thomas focused on the 2nd District’s plans and accomplishments, including:

• The new partnership with the University of California that is restoring in-patient hospital care at a new Martin Luther King, Jr. hospital;
• The adoption of Construction Career and Local Worker Hire policies at the Exposition Light Rail Construction Authority to ensure 2nd District residents receive their fair share of job opportunities and economic benefits associated with public works projects;
• The adoption of the Light Rail Transit option as the locally preferred alternative for addressing the public transit needs in the Crenshaw to LAX corridor;
• The re-opening of settlement negotiations with parties to the litigation surrounding the Baldwin Hills Community Standards District in an effort to better address the sight, smell, sound and safety issues presented by this large urban oil field; and
• The pursuit of establishing Environmental Service Centers as a means of creatively building environmentally sensitive and sustainable communities.

Although Ridley-Thomas’s presentation was the featured segment of the morning and very informative, he was followed by two of the most accomplished women in California’s history. Congresswoman Karen Bass, the first African American woman in the United States to be elected as Speaker of the Assembly, was on hand to introduce the keynote speaker. The keynote speaker was Kamala Harris, the newly elected Attorney General. Harris is the first African American, the first South Asian American, and the first woman to hold this office in California.

Harris spoke of moving away from divisive ideologies and focusing on the work the people want done: equality, safe communities, protection from corporate abuse and sound leadership from elected officials. She spoke of prison reform that would find alternatives to the mass incarceration of people of color, prosecuting those who target the elderly for fraudulent activities and the tackling the gang problem in California. Harris also encouraged the audience to not allow this generation to be complacent, accepting the ills of society as the status quo, but to be willing to unite, sacrifice and ultimately, meet the challenges that we face today.

The event culminated with breakout sessions on a range of issues affecting the Los Angeles community: the child welfare system, economic development, youth empowerment, green technology, mental illness, non-profit organizations, social justice through arts, incarceration, redistricting and emergency preparedness. The workshops were facilitated by Los Angeles County officials, including Dr. Lori Glasgow, Deputy Chief of Staff for Supervisor Michael Antonovich and Richard Fajardo, Senior Deputy for Justice and Public Safety.

Next year will mark the 20th Anniversary Celebration of this community Summit. Since 2012 will also be an election year, the 2nd District Annual Summit will undoubtedly be an unmissable event. Inglewood pays tribute to legacy of Martin Luther King Jr.

This uplifting triad echoed through Inglewood, Calif., Saturday morning as hundreds of community members filled the Tabernacle of Faithful Central Bible Church to honor the accomplishments of Martin Luther King Jr.

The words composed the 28th Dr. Martin Luther King Jr. Day Celebration theme, which also prompted the city’s annual student speech and art competitions.

“This was about the children and their understanding of assimilation and of Dr. King’s legacy,” said Inglewood Mayor Daniel K. Tabor, who moved to the city in 1966 as a sixth-grade student at Clyde Woodworth Elementary School. “The confidence they have is beyond awe-inspiring. They’re getting it from their instructors at school and from their parents who tell them that they can achieve what they set out to do.”

Monroe Middle School student John Cruz, one of the four speech competition winners who spoke in front of the church audience, displayed his self-assurance both on and off the stage.

“It felt good telling everyone what I feel about the dream of Martin Luther King [Jr.] because I hope one day I can turn it into a reality,” Cruz said. “Someday, I hope there will be a bigger crowd to hear. Really big.”

Student competition winners presented their speeches and art during the two-hour ceremony, which included performances by spoken-word artist Azure Antoinette, the Inglewood-based Parent Elementary School Choir and the Spirit of David Choir, which was a finalist in a national choir competition hosted by Verizon Communications, Inc., at Staples Center in October. KTLA Morning Show host Michaela Pereira served as mistress of ceremonies and actor Gbenga Akinnagbe served as grand marshal.

The annual celebration strikes a personal chord with Inglewood, as the city was one of the first in the nation to declare Martin Luther King Jr. Day a legal holiday, according to the City of Inglewood website. But due to recent budget cuts, an annual march to Hollywood Park following the church ceremony was removed from the agenda. The three-mile crossing symbolized civil rights marches from the 1960s.

“We always want more people here, and we need more advertising,” said Inglewood Unified School District Superintendent Gary McHenry, who noted that last year’s march brought more than 1,000 students from across the 19 public schools in the district. “This is an important event that celebrates how Martin Luther King [Jr.] awoke the consciousness of a nation.”

Families with young children made up most of the audience at the youth-centered celebration, but some attendees stood solo as longtime veterans of Martin Luther King Jr. events.

“There are some people who, no matter what type of event that honors Dr. King, they’ll be there,” noted Sabrina Barnes, director of Inglewood’s Parks, Recreation and Community Services.

William Brown, retired U.S. Postal Service employee and Inglewood resident, expressed unease at this year’s smaller turnout.

“Normally, it’s packed,” Brown said. “What really bothers me is that Dr. King and his followers paved the way for people to be where they are today. It seems to me that some people have forgotten that.”

After the event, organizers encouraged attendees to continue the celebration beyond the morning’s ceremonies, such as at the Martin Luther King Jr. Peace & Unity Parade Celebration in Long Beach, Calif., at which a festival was held until 5 p.m.

“We all have a responsibility to make sure that the young individuals see Dr. King’s vision,” Barnes added. “We, not just African-Americans, but we as a community and nation. He was speaking for everyone who suffered an injustice.”

City Planning postpones ruling on luxury apartment complex



Los Angeles City Hall overflowed with people Thursday, as hundreds attended a public hearing for the Lorenzo Project, a $250 million luxury apartment development Palmer Construction proposes to build on the corner of Flower Street and 23rd Avenue. At the end of the six-hour hearing, the City Planning Commission continued the issue until February 10.

The Lorenzo Project is the newest in a string of Italian-style apartment complexes developed by Geoffrey H. Palmer, who built Visconti, Orsini and Piero, among others.

The location of Lorenzo was chosen in part because of the Expo Line, the new light-rail that is scheduled to open in 2012. The building is designed to have easy access to the Expo Line, a gesture by Palmer to help Angelinos move towards public transportation.

Currently, the proposed site is zoned as a Q Condition, meaning only medical or educational facilities can move there. If the commission chooses to approve the project, they will have to rezone it for residential use.

During the open comments portion of the hearing, members from the community spoke of the need for better health services in the area, especially in the wake of the closure of other nearby hospital and clinics.

Palmer Construction attempted to assuage these concerns during the project’s presentation. Among the retail space available, Palmer says they will provide a unit for a community health center rent-free for the next 20 years.

The Lorenzo Project pledges to make 5 percent of their units affordable housing, but community members say that isn’t enough. During public comment, a member of the local neighborhood council said the council had unanimously opposed the project on the basis that it would not be accessible to the people of the area.

Among the supporters of the project were 200 construction workers clad in bright orange shirts with slogans such as, “Si Se Puede, Put LA Back to Work” and “GH Palmer Provides Jobs.” The majority were workers from a Palmer Construction site, where they had been given the day off to appear at the hearing.

Both sides urged the commission to think about the economic benefits for an underprivileged population: Palmer arguing that they were creating jobs, the community arguing that health and education should come before luxury apartments.

“This may create jobs for two years,” said an attendee during open comments. “But we are going to have to live with the building forever.”

OPINION: John Deasy a disappointing choice for LAUSD superintendent

I’m disappointed by the appointment of John Deasy as the superintendent to the LAUSD School Board. The school board didn’t even bother to consider any other candidates, which is very strange. The public needs to remember that the mayor, who celebrated this appointment, after recently attacking UTLA, was also handed a vote of “no confidence” by teachers at eight of the 10 schools he takes credit for operating.

The reality is that the teachers at those school sites operate those schools. The mayor, who rarely shows up, only operates them on paper, and dismally at that. We need to remember that this is the same mayor who, in 2009, spent 15 times as much as his nearest opponent on his campaign, then refused to debate him.

Deasy embraces Value-Added. Value-added testing is yet another example a punitive, ineffective, dictatorial management style. A July 2010 report by the Institute of Education Sciences concluded that, “more than 90 percent of the variation in student gain scores is due to the variation in student-level factors that are not under the control of the teacher.” An August 2010 report by the Economic Policy Institute warned in a report that it would be “unwise” to give substantial weight to VAM scores in measuring teacher effectiveness. Researchers for RAND concluded that, “the research base is currently insufficient to support the use of VAM for high-stakes decisions about individual teachers.”

LAUSD Board Members cry about a budget crisis, yet spend $100 million per year on non-mandated assessments — that is, testing not required by law — and $43 million on mini-districts. In December 2010, they fired clerical and custodial workers at school sites after firing teachers and instituting furloughs, and they transferred hundreds of other clerical and custodial staff. Now Cortines says we need to take more furlough days.

No.

We need to use the Federal Jobs money for its intended purpose: to save jobs. We need to spend that $143 million that is wasted on testing and mini-districts, and spend it on teachers, clerical, and custodial staff.

Aside from his employment record, serious ethical questions remain concerning Deasy’s background. In addition to the LMU and University of Louisville scandals, Deasy comes from the Gates Foundation. Gates — whose company Microsoft was literally sued by the US Government for antitrust allegations and using market dominance to stifle competition — is now an advocate for, of all things, competition. Like Oprah, Gates is just wrong. Instead of asking why it’s so hard to fire teachers, they need to ask why school districts can’t carry out their administrative duties in a timely manner.

Gates has even recently advocated for larger class sizes, and videotaping teachers. That’s how out of touch he is. Our schools are already so darn top-heavy with administrators, classrooms are under-staffed, and teachers are under-paid, over-worked, and under-appreciated. In Gates’ world classrooms would host one thousand students. Teachers would have every twitch scrutinized by a panel of six-figure education “experts” who then meet with the teacher to tell them what they need to do to improve. Where I come from, that sounds like a colossal waste of tax-payer dollars. Of course, I’m exaggerating, but those are the type of policies he advocates.

LAUSD is insanely top-heavy with administrators who make well over six figures. We need less bureaucracy. A test result cannot teach a student. A teacher can. It’s very strange how the very people who claim to care about children the most are the same individuals who do everything humanly possible to actually avoid having to spend time in a classroom. They love their cushy six-figure jobs.

We need real reformers who want to work with teachers instead of demonizing them. As it is, 50 percent of all teachers quit within the first five years. The numbers are even higher in charter schools. Fewer than one in seven charters produce better results, and many are simply out of control, as we saw with the Parent Trigger scandal in Compton. Charters are the new deregulation, and we all know how well that worked with the banks.

We need leaders who recognize that the way to improve education is to support the work teachers do. Teachers are responsible for student achievement, not administrators, not tests.

John Deasy announced as new LAUSD superintendent



Mayor Antonio Villaraigosa announced this week that John Deasy will assume the role of LAUSD superintendent in the spring after serving as deputy superintendent.

“John Deasy is the right person for this job and the Los Angeles Unified School District is lucky to have him,” said the Mayor. “John understands the unique challenges facing the LAUSD and has already benefitted from on-the-job training as Deputy Superintendent.”

LAUSD teacher David Lyell responded to Howard Blume’s article in the LA Times today, noting that Deasy’s background has yet to come into full view:

What Howard Blume’s article didn’t mention is that prior to coming to University of Louisville, Deasy, while chief of the Santa Monica school district, awarded Robert Felner’s research company, the National Center on Public Education and Social Policy, a $375,000 grant care of the Santa Monica School District. Rather than defend that dissertation, as one would expect of a learned Ph.D candidate, Deasy offered to give it back. He did so because his conscience was telling him that he did not earn that degree.

Blume also failed to mention that Deasy reportedly lied on his resume about having worked as a Faculty Member in the doctoral program of the Educational Leadership and Social Dept. of Loyola Marymount University. LMU reportedly has no employment records for him.

 

Lyell added:

What the public needs to understand is that teachers would like to see responsible, conscientious leadership from the LAUSD School Board, and it is the board, and not teachers, that is responsible for determining district policy. Teachers would like to see district leaders who are interested in collaborative policies, rather than embracing a punitive top-down management style that favors turning schools over to corporate interests who see children as dollar signs.

 

OPINION: Good habits begin in preschool

imageFour-year-old Farid eagerly grabs his father’s hand and leads him into the colorful preschool classroom as fast as he can.

“Baba, ehna lazem nimshi. El madrasa hatebtedi!” Farid, who only speaks Arabic, excitedly had just said: “Daddy, it’s time to go, school will start soon!”

“My son is very excited about school,” said Farid’s father Anton Gendry. “In our country [Egypt], we care a lot about school. Now that we live here in the United States, I want him to go to school and learn English. My wife and I know we have to bring him here every day so he learns.”

Creating good habits like attending preschool regularly and on-time is vital to a child’s healthy development. According to research, a child’s attendance habit constitutes a direct link to his or her overall academic success – or failure.

“Consistent attendance is critical, because the curriculum builds and there’s a pattern to it,” said Los Angeles Universal Preschool Program Director Nonie Smith. “If a child comes and goes irregularly, there’s going to be a learning gap.”

“Four-year-olds need to know what to expect, they need a routine,” added Smith. “It’s traumatic for a child to have inconsistency in their life. Security for a preschooler is imperative for their brain to be open to learning.”

“We monitor attendance very carefully at the elementary level because we have a very rigorous pace, and every day, a teacher has to follow a daily map to ensure the curriculum is covered,” said Principal Kathy Carbajao. “The academic program is so thorough, that if a child is absent or tardy, they fall dramatically behind.”

For parents like Victoria Miranda, making the effort to teach her two children the importance of attending school regularly has already paid off.

“My fifth-grader won two awards this month for math and language and she gets them every year,” said Miranda. “She has confidence and loves school. Our preschooler is now following in her footsteps.”
